The 4-H Club Constitution is required for every 4-H Club.  Though optional, Clubs may create their own set of operational “By-Laws”, as long the added rules do not conflict with the Club Constitution.  PLEASE TAKE TIME TO READ THESE:

P A C A 4-H Club By-Law

Article I.  The name of the Club shall be P A C A 4-H Club (Pride, Achievement and Commitments in Agriculture) ­­­ 4-H Club (the “Club”).  Organized in the County of Licking and the State of Ohio.

Article II.  Meetings

·         Meetings will be held at the named location on The Second  and Fourth Sunday at 2:00 PM From February through July and as stated on the club calendar.  Each Member is required to attend a minimum of 6 meetings per year. The meeting schedule is designed to offer 12 meetings to allow ample and varied opportunity for members to attend the required meetings and complete their projects. Members must be present during roll call and remain for the entire meeting to be considered present. Please notify the Club President by email If more than 24 hours prior to the meeting, or by phone if 24 hours or less (NO TEXTS) if you will be absent. Failure to meet these requirements may result in non – participation.

·         The re-organization meeting will be held the first meeting in February.

·         Business Meetings will be conducted on the Second Sunday and Project Meetings on Fourth Sunday. Business Meetings will have an agenda and official minutes will be taken. Minutes from the previous business meeting will be read and approved by the board. Project Meetings will have a To Do list and Progress will be reported at the next business meeting.

·         Each Member will be required to present One Health Report and One Safety Report to the Club during the Assigned Meeting.

·         Each Member will be required to present One Demonstration to the Club during the Assigned Meeting.

·         Each Family will be asked to provide Refreshments for One Sunday Meeting. This will include a snack and drink for all members and their family members who attend. Sunday meetings will begin at 2:00 with Recreation until approximately 2:30, Clean up and Roll Call to Follow. Refreshments will be served after the meeting is adjourned.  

 

Article III.  Policies

·         The Club will hold meetings that include business,  project, social and recreation activities, and hands-on fun learning.

·         A simple majority of “votes in favor” will pass decisions.

 

Article IV.  Parliamentary Procedure

·         The Club will use basic principles of parliamentary procedures as defined in Roberts Rules of Order.

Article V.  Officers

·         Election of officers will occur one month after the re-organization meeting; First Meeting in March.

·         Nominations from the floor will also be permitted.

·         The Club will vote on vacancies in any given office.

 

Article VI.  Committees

·         Standing committees will be: (1) Awards and Recognition Banquet Committee, (2) Fundraising Committee, (3) Community Service, (4) Constitution and By-laws. (5) Activities Committee (6) Fair Booth.

 

Article VII.  Dues and Forms

·         Member Enrollment Forms are to be turned in to the Advisor no later than the First Meeting in March. Forms must be complete and accurate. The Information on these forms is the responsibility of the Member and their Parent/Guardian. Failure to meet these requirements and deadlines  may result in non – participation.

·         Member Dues are 30.00 for Members – Cloverbuds are 22.00.  Member dues are to be turned in to the Advisor no later than the Last Meeting in March. Dues may be paid by Cash, Check or Money Order. Dues must be paid in Full. Dues will include:

Member Enrollment to the County (Not required for CloverBuds) – 5.00;

Junior Fair Entry Fee (Not required for CloverBuds) – 3.00;

Insurance (Required for all Members and the Advisor) – 1.00;

Member Enrollment to the Club – 10.00;

One T-Shirt and Tye Dye –11.00.

·                     Book Orders and Payment are to be turned in to the Advisor no later than the First Meeting in March. Forms must be complete and accurate. Please follow the directions on the form for payment. Write a separate check to the County Extension Office for your Book Order. Please include the name of the Club on the Memo Line of the check.

Article VIII.  Other

·         Members and their Parent/Gaurdian are responsible for attending the required QA Session and to secure the required bi-annual photo for the exhibitor ID Badge (CloverBuds are Exempt). Failure to meet these requirements and deadlines may result in non – participation.

·         Members and their Parent/Gaurdian are responsible for all Registration, Tagging and Tattooing of their Project Animal. Failure to meet these requirements and deadlines may result in non – participation.
